In June 2025, a new presidential proclamation was issued by the Trump administration that fully suspended the entry of Iranian nationals on both immigrant and nonimmigrant visas

The ban took effect on June 9, 2025, and applies to individuals who were outside the U.S. and did not have a valid visa before that date.

Affected visas

The order fully restricts the entry of Iranian nationals by suspending the issuance of all visa types, including:

  • Immigrant visas for those seeking permanent residency (e.g., family-based and employment-based categories).
  • Nonimmigrant visas for temporary stays, including those for students (F-1) and exchange visitors (J-1).

Exemptions

While broad, the proclamation includes several specific exemptions:

  • Existing valid visas: The ban does not revoke visas that were issued prior to June 9, 2025. Those with a valid visa issued before the effective date are not affected.
  • U.S. citizens and green card holders: Lawful permanent residents (green card holders) and U.S. citizens are not subject to the restrictions.
  • Immediate relatives of U.S. citizens: Immigrant visas for immediate relatives of U.S. citizens (spouses, children under 21, and parents) are excepted, provided there is “clear and convincing evidence” of the family relationship.
  • Religious and ethnic minorities: Immigrant visas for ethnic and religious minorities from Iran who are facing persecution are exempt.
  • Special Immigrant Visas (SIVs): Applicants for certain SIVs, such as those for U.S. government employees, are exempt.
  • Dual nationals: Individuals with dual nationality who hold a passport from a non-designated country are not subject to the ban, assuming their visa is in that non-designated passport.
